&lt;p&gt;The most significant of these may come from Motorola.  One of the original partners in the &lt;a href=&quot;http://www.techcrunch.com/2007/11/05/breaking-google-announces-android-and-open-handset-alliance/&quot;&gt;Open Handset Alliance&lt;/a&gt; behind the open-source mobile OS, Motorola already has 50 people on its Android team and is growing that to 350, according to an Android developer approached by a headhunter to join the team.  That is a huge commitment that shows how big a bet Motorola is making on Android.&lt;/p&gt;
&lt;p&gt;This same source has also seen people from Nokia and Verizon at a recent Android developer conference. The conference was put on by Google last week for developers who had not yet seen the G1 to help prepare them for its launch.  In general, in order to be an attendee, you had to have an Android app.  Neither Nokia nor Verizon are official members of the Open Handset Alliance.&lt;/p&gt;
&lt;p&gt;Nokia &lt;a href=&quot;http://www.techcrunchit.com/2008/06/24/symbian-goes-open-source-courtesy-of-nokia/&quot;&gt;recently acquired the rest of Symbian&lt;/a&gt; it didn&amp;#8217;t already own, and is determined to keep that OS as long as possible, since it powers all of its S60 phones.  But Nokia may have an Android team sniffing around, which is smart even if it is for nothing other than to gain competitive intelligence.  And if Android takes off, Nokia could decide to hedge its bets and launch its own Android phone.&lt;/p&gt;
&lt;p&gt;There is a certain inexorable logic behind all the interest in Android.&lt;/p&gt;
&lt;p&gt;1.  It is a more capable mobile Web computer than anything other than the iPhone.&lt;br/&gt;
2.  It is a very appealing development environment for app creators—and just like on the PC, apps will drive adoption.&lt;br/&gt;
3.  Most importantly, as an open-source OS, manufacturers don&amp;#8217;t have to pay a licensing fee to whoever controls the OS.  Given the razor-thin margins in the cell phone business, that alone is reason for manufacturers to embrace Android (with the exception of Nokia, which owns Symbian).  But you can see why Motorola might see Android as the key to its recovery.

Gary Grube, a senior fellow at Motorola, says that &lt;a href=&quot;http://gigaom.com/2008/07/21/will-the-fcc-play-lollapalooza/&quot;&gt;recent tests prove that broadband can be delivered via the white spaces&lt;/a&gt; without interference, so the only issue is how the FCC will rule on it.&lt;/p&gt;
&lt;p&gt;&amp;#8220;The No. 1 question is, should this go the path of traditional licensed spectrum or unlicensed spectrum?&amp;#8221; said Grube. &amp;#8220;The technology today is capable of providing a very good experience with an unlicensed approach, and we don&amp;#8217;t need a licensed model to control interference.&amp;#8221;&lt;/p&gt;
&lt;p&gt;A Dell executive compared the &lt;a href=&quot;http://arstechnica.com/articles/culture/white-spaces-battle.ars/1&quot;&gt;white spaces potential&lt;/a&gt; to that of another unlicensed technology &amp;#8212; Wi-Fi. Neeraj Srivastava, director of technology policy in the office of the CTO at Dell, said white spaces broadband could be a more efficient and economical choice than Wi-Fi for creating a public broadband network. He says the technology would co-exist with cellular and WiMAX for wide area networks and Wi-Fi for in-home, campus-wide or in-office coverage. White spaces broadband has the potential to offer users tens of megabits per second and could boost rural broadband penetration, according to members of the Alliance.&lt;/p&gt;
&lt;p&gt;However, public meetings in Washington can only do so much. Until the FCC weighs in with its rules on the spectrum and the specifics of how white spaces broadband may proceed (something expected later this year), it&amp;#8217;s hard to say how the technology will roll out &amp;#8212; or if it will. FCC Chairman Kevin Martin &lt;a href=&quot;http://www.telegeography.com/cu/article.php?article_id=25237&quot;&gt;has offered generic statements&lt;/a&gt; about making full use of spectrum, but with this sort of issue the devil is in the details.&lt;/p&gt;
&lt;p&gt;The technical rules adopted, including whether or not the spectrum will be licensed, will determine the fate of white space services. If the power levels, which govern how loud a device and tower can shout to each other, are set very low, white-space broadband devices would be limited to a smaller range, making large area coverage more expensive. Likewise, the FCC&amp;#8217;s decision on how much of a buffer to build between television signals and broadband signals could make it difficult to find enough channels to actually deliver the service in areas with a lot of broadcast channels. That would make the whites spaces broadband difficult to use in urban settings.&lt;/p&gt;
&lt;p&gt;It&amp;#8217;s possible that when it comes to using white spaces to offer a competitive wireless broadband service, proponents could win the battle of getting the FCC to approve the use of white spaces for broadband, but still lose the war when that broadband is so curtailed that it&amp;#8217;s not usable.&lt;/p&gt;
